Porto Alojamento Local Rules 2026: What Hosts Need to Know
CheckinSimple Team ·
Porto has some of the tightest Alojamento Local rules in the country, concentrated in the historic parishes. If you host in Cedofeita, Santo Ildefonso, Sé, Miragaia, São Nicolau or Vitória, this applies to you.
1. Containment zones in the historic centre
Porto operates a zoning regime that limits the ratio of AL units to permanent housing in specific parishes. In practice:
- New AL registrations in saturated areas can be refused or suspended.
- Existing valid registrations continue, but transfers and changes of ownership can trigger a fresh assessment.
- Always confirm the current status of your parish with Câmara Municipal do Porto before buying a property intended for AL.
2. Your national obligation does not change
Whatever the municipal situation, the AIMA/SIBA obligation is identical across Portugal:
- Every foreign guest is reported via a boletim de alojamento.
- Deadline: 3 working days after check-in.
- Portuguese nationals and foreign residents in Portugal are exempt.
- One record per guest, including children.
Porto hosts often run compact multi-unit portfolios — three or four apartments in the same building. That multiplies the number of boletins without multiplying the time available to file them.
3. Getting SIBA web service access
To submit automatically instead of typing into the SIBA portal, you need:
- Your NIF (tax number of the AL owner).
- A Chave de Acesso issued by the authority.
- An Estabelecimento number for each individual unit.
You request these by email from siba@ssi.gov.pt, quoting your RNAL number and the establishment details. Each apartment gets its own establishment number — this is the part hosts with multiple Porto units most often get wrong.
4. Municipal tourist tax
Porto applies a per-person, per-night municipal tourist tax on overnight stays, with a cap on consecutive nights and an exemption for children below a set age. The rate is set by the câmara and has been revised in recent years, so confirm the current value and declare it through the municipal platform. It is entirely separate from AIMA reporting.
5. Practical checklist for a Porto host
- RNAL number valid for the exact address and unit.
- Confirmation that your parish is not in a suspension zone (for new registrations).
- AL plate at the entrance, complaints book, civil liability insurance.
- SIBA credentials with one establishment number per apartment.
- An automated guest registration flow.
- Municipal tourist tax declared monthly.
6. Why automation matters more with several units
With four apartments in Porto and average stays of three nights, you can easily be looking at 100+ boletins a month in season. Doing that manually through the SIBA portal is several hours of copying passport data — and every manual step is a chance to miss the 3-day window.
CheckinSimple gives each unit its own QR code, lets guests scan their own passport, and submits to AIMA automatically. You see one dashboard with all units and know instantly if anything is still pending.
